Sections 2, 3, and 6 must be published in the Official Gazette in English and Spanish in three consecutive issues at least 10 days prior to the election; printed copies must be posted in conspicuous places in every municipal and provincial government office building and every polling place not later than October 20, 1939 and remain posted until after the election; at least 10 copies must be kept in each polling place for examination by qualified electors during election day; and, when practicable, copies in principal native languages may also be kept as determined by the Secretary of the Interior.

Two pesos for each day of actual service rendered.

Two watchers may be appointed for each polling place by the national directorates of the existing political parties or by their duly authorized representatives.

All such judicial proceedings must be filed not later than October 14, 1939.

They must be finally decided on or before October 21, 1939.

During the first hours of election day.

They must contain a brief summary of the amendments and be printed in both English and Spanish.

In the form to be prescribed by the President of the Philippines.

The boards of election inspectors must prepare and sign three copies of the returns for their respective polling places.

One copy is deposited in the ballot box for valid ballots. The other two copies are delivered to the proper municipal treasurer, who must immediately forward one copy by registered mail to the Secretary of the National Assembly and the other copy to the Secretary of the Interior.

Within 30 days after the election, the Speaker of the National Assembly must request the President to call a special session of the Assembly for canvassing and certifying the result.

Three hundred fifty thousand pesos (or so much thereof as may be necessary) is appropriated for election expenses, subject to the approval of the Secretary of the Interior, including costs for printing, publication, posting, and free distribution of copies of the amendments and the appended ordinance in English and Spanish (and when practicable, in principal native languages).
