The Municipal Board is composed of the Vice-Mayor as presiding officer and ten councilors elected at large by popular vote during every election for provincial and municipal officials in conformity with the Election Code.
In case of sickness, absence, suspension, temporary disability, or when necessary to maintain quorum, the President may appoint a temporary substitute with all rights and duties of a member until the regular incumbent returns.
The Vice-Mayor appoints all employees of the Board that may be suspended or removed in accordance with law and approves the payroll of the said employees.
